CHANDAN SINHA is an officer of the Indian Administrative Service, currently posted in Delhi. He has published two books earlier: Public Sector Reforms in India: New Role of the District officer (Sage, 2007) and Kindling of an Insurrection: Notes from Jungalmahals (Routledge, 2013).
