The best scientific evidence available should be used to determine inter alia the area of distribution of the resource and the area through which it migrates during its life cycle.</p><p>Long-term management objectives should be translated into management actions formulated as a fishery management plan or other management framework. States and sub regional or regional fisheries management organisations should foster and promote international cooperation and coordination in all matters related to fisheries including information gathering and exchange fisheries research management and development.
